Executive summary

The Horn's security trajectory is being reshaped by three simultaneous processes: Ethiopia's contested internal settlement, Somalia's federal transition, and the militarisation of the Red Sea and Gulf of Aden approaches.

Djibouti's stability is now a regional dependency rather than a national characteristic, it underwrites logistics for much of the sub-region.

Federal–regional bargaining in both Ethiopia and Somalia will continue to generate short-notice access and movement restrictions. Organisations should treat political calendars as operational risk inputs, not background context.

Humanitarian outlook

Drought and flood cycles, displacement and cholera resurgence are compounding. Contingency planning should assume episodic access loss rather than steady-state operations.

We assess with moderate confidence that the Horn will avoid inter-state conflict through 2027, while internal conflict and maritime disruption continue to dominate practical risk exposure.
