Inclusive Insurance Market Development in Rwanda

This two year partnership between the ILO’s Impact Insurance Facility (the Facility) and the Access to Finance Rwanda (AFR) increases the access and usage of insurance by low income households and micro and small enterprises (MSEs) in Rwanda as well as reduces their vulnerability and improves their productivity in the face of a diversity of shocks. To achieve this, the following activities are carried out: Support ASSAR to strengthen its capacity and the implementation of a business model for training and consumer education; Build the capacity of the insurance industry, financial service providers and distribution channels including the training of trainers to guarantee sustainability and integration to ASSAR.While the proposed activities address some of the key supply and demand constraints, this approach is designed to systematically create a sustainable insurance market in Rwanda and to complement other interventions by AFR.

Promoting Decent Work in Rwanda's Informal Economy

The Government of Rwanda perceives decent work deficits in the informal economy as of fundamental importance in line with the DWCP strategy, which stresses the promotion of employment for youth and women, enhanced social protection coverage, and promotion of social dialogue and rights at work. Labour rights are quite well acknowledged and catered for in Rwanda’s legislation. The challenge however is the lack of effective implementation of the provisions. About 90 per cent of the labour force in Rwanda work in the informal economy. The problem that this project will address is that the vast majority of workers, most of whom are in the informal economy, cannot exercise their rights, which means that decent work deficits persist in practice, despite a fairly supportive labour rights legislation. This project is relevant for Rwanda because decent work deficits or labour rights deficiencies such as low-earning and working poverty, poor working conditions, lack of protection in the event of non-payment of wages, compulsory and unpaid, lay-offs without notice or compensation, unsafe working conditions, low productivity, absence of social benefits such as pensions, maternity leave, acciden

Promoting Labour Rights and Decent Work for the Informal Economy in Rwanda

The core problem of lack of access to labour rights, particularly in the informal economy, will be addressed through promoting formalization, awareness raising and compliance through social dialogue, and will be demonstrated in two sub-sectors with large prevalence of women and youth. The informal economy employs around 88% of the Rwandan workforce. This presents a major challenge to inclusive growth and development and has a negative impact on sustainable enterprises, productive employment, the attainment of decent work, government revenue and fair competition. Grounded in a rights-based approach, the project will support advocacy efforts to make formalization a priority in the national policy agenda. It will enhance the capacity of constituents to undertake diagnoses of the informal economy, inform the design of relevant strategies and monitor progress towards formalization. The project will work with the ILO constituents and the cooperative movement to create a much higher degree of awareness of labour rights and obligations through sensitization workshops and a mass media campaign. A key expected output is strengthened capacity of the labour inspectorate, and employers’ and wor

Joint Programme: Youth and women employment

The intended objective of this joint programme is to contribute towards Rwanda’s inclusive growth, economic transformation and accelerated poverty reduction goals as encapsulated in Vision 2020 and the second Economic Development and Poverty Reduction Strategy (EDPRS 2) as well as to the attainment of the Millennium Development Goals (MDGs). Through these strategies, the Government of Rwanda (GoR) aims to move half of the Rwandan labour-force from a low-productive agricultural dominated farm jobs to a more productive industry and services-based economy, thus reducing underemployment and unemployment especially among the youth and women in both urban and rural areas. It is through this entry point that the joint programme will support national efforts to achieve the youth and women employment programming results expected from the second EDPRS and UNDAP and will contribute towards attaining a structural shift from the current 104,000 off-farm annual job creation rate to the targeted 200,000 jobs. Out of the estimated 5.89 million Rwandan working age population, 70.6% lies in the youth definition bracket and 65% of them are underemployed whereas 4% belong to the unemployed category. A
