Partnership of Action on Green Economy (PAGE) - Phase III

The Partnership for Action on Green Economy (PAGE) is a 7-year programme responding to the Rio+20’s call for the UN system to support countries interested in pursuing green economy policies. It deploys the joint expertise of five UN agencies – ILO, UNDP, UNEP, UNIDO, and UNITAR – to assist countries in their efforts to embark on green economy pathways. During PAGE phase III a total of eleven countries will receive support, including Peru, Mongolia, Senegal, Ghana, Burkina Faso, Mauritius, South Africa and China (at provincial level), Brazil (at provincial level), Barbados and Kyrgyz Republic. Based on the idea of triggering the required change at policy level and, more broadly, supporting countries in creating enabling conditions that catalyse the transformative change towards an Inclusive Green Economy, PAGE has identified four strategic intervention areas: (i) national economic and development planning, (ii) selected thematic and sectoral policies, individual and institutional capacity building at national and global level and (iv) knowledge creation at global level. Although phase III work plan and budget conclude by 30 June 2017, it is expected that PAGE will continue in the fo

Technical support on transition from informal to formal economy in Senegal

This project aims at increasing the capacity of constituents to support transition from the informal to the formal economy. Assistance will be provided in the context of the new law on Small and Medium Enterprises (SMEs) development and nation-wide efforts to modernize the economy. In view of the horizontal and vertical segregation of the labour market, special attention will be paid to improving access to resources and training for women workers in the informal economy. The strategy will include capacity building for the tripartite constituents with respect to the Transition from the Informal to the Formal Economy Recommendation, 2015 (No. 204) and support to public and private pilot initiatives that promote the formalization of the informal economy and decent work. In parallel, concrete interventions will be piloted that facilitate the transition of women micro entrepreneurs in the informal tanning industry to formality. If successful, the pilot will be replicated at the national level and in other sections of the informal economy.

Promoting access to microinsurance for financial inclusion and decent work Phase II 2013-2014

The present UNCDF/ILO Joint Programme “Promoting Access to Micro-insurance for Financial Inclusion and Decent Work, Phase II” stands for the expansion of the initial UNCDF/ILO JP approved in 2007 on this theme. Phase I key results have been reached overall, with the successful launching of three country pilots programs in Ethiopia, Zambia and Kenya, the drafting of a normative tool for the development of a sector-based programmatic approach for the promotion of micro-insurance, and the finalization of a product diversification training module by ILO, which includes micro-insurance among other services. Phase II proposes to expand the scope of Phase I geographically, but also (and more importantly) with a major qualitative transformation by anchoring this new phase under the umbrella of a global micro-insurance initiative called “Access to Insurance Initiative” (A2II). A2II is sponsored by ILO, GTZ, the World Bank, Finmark Trust and the International Association of Insurance Supervisors (IAIS), which is the regulatory body for the supervision of the insurance industry. In terms of geographic coverage, Phase II will, in addition to the expansion of on-going activities in the three co

Programme Interagence pour l'amélioration des conditions des enfants à risque au Sénégal

36.7% of children aged 5-17 (over 1,378,000 children) are working in Senegal. Child labour is common in all of Senegal’s ten regions and in both urban and rural areas. The project will supply strategically focused support to the target rural communities and other partners in their efforts to develop and implement an Area Based Approach (ABA) to eliminate the Worst Forms of Child Labour (WFCL). By the end of the project, the target rural communities will have in place effective frameworks for the elimination of the WFCL designed with the participation and consensus of key stakeholders. These frameworks will be compared and analyzed at the end of the project, and its good practices and lessons learned will be shared at national level for possible replication. The project will contribute to mainstreaming the elimination of child labour with the National Program for Local Development and the national strategic framework for poverty reduction such as PRSP (Porverty Reduction Strategy Papers). It will facilitate the acquisition of the necessary human and financial resources for the nation-wide fight against the WFCL by forming strong linkages with local community based development progra

Promoting gender equality and women's empowerment in the world of work

Through the ‘Promoting Gender Equality and Women’s Empowerment in the World of Work’ component of the ILO/Norway Partnership Agreement (PA) the ILO will continue to work with governments and social partners to develop the knowledge base on gender equality in the workplace; promote representation, advocacy and voice for women workers; and build the capacity of constituents to promote gender equality. Given the inter-regional nature of the initiative, there will also be a strong emphasis on knowledge-sharing and South-South cooperation. The overriding aim will be to build upon and consolidate what has been achieved in the first phase of the ILO/Norway PA, and indeed through earlier PAs, such that the ILO’s approaches and tools will be embedded and on-going.

SKILL-UP Senegal (Upgrading skills for the changing world of work)
