Part of this contribution will be granted to supporta local partner in Tunisia to strengthen its capacity and further consolidate the partnership, building on previous work with KAWAKIBI and the Civic space program. KAWAKIBI is playing a major role leading a coalition of CSOs (including Oxfam) to defend civic space through policy and advocacy work on the legal framework. It links to the broader region as we are witnessing many signals of Civicspace shrinking (e.g. Egypt). Oxfam Tunisia#s civic space works on protecting an enabling legal environment in which the freedoms of association, expression and peaceful assembly are guaranteed. At the same time, Oxfam works and supports various (informal) citizen movements and youth groups to create bottom-up spaces for civic engagement. The Women Land Rights for Inclusive Development and Growth in Africa (WIDGRA) is a project funded by the European Union (EU) under Lot 4 whose focus CSO#s contribution to the effective realization of women#s rights in Africa. Oxfam and its co-applicants (PROPAC and PLAAS) opted to focus on women land rights as a key component of the broader women#s rights issues. This is because secure land rights are the priority issue for all rural women in Africa. The project builds on the recognition that women#s rights to land are human rights that need to be upheld protected and promoted. Sadly, they tend to stay in action plans; and policies are hardly implemented due to lack of political commitments and patriarchal values that still predominate the continent. The project is guided by the following objectives: a. Project Objectives The general objective of this project is to ensure women#s access to and control over their land resources across Africa. The specific objectives are: - To hold the governments in the target countries and the Regional Economic Communities accountable on the implementation of relevant AU women#s land rights (WLR) instruments and other relevant WLR policies and laws

The goal of this program is to ensure that citizens are empowered to redress inequality of power and influence, so fiscal systems are more progressive, and governments implement tax and spending policies that benefit the many, not the few. Active citizenship is therefore an essential element. Within this framework, our intervention in Tunisia will focus on implementing the Fair Tax Monitor research. The FTM is an evidence-based advocacy tool that identifies the main bottlenecks within tax systems and provides strong evidence for advocacy work at national and international level. The tool allows for a comparison of tax policies and practices in different countries, using a standardized methodology and unified research approach thanks to a jointly developed common research framework. This framework can be used to analyze national tax systems at six different levels, tax progressiveness, revenue sufficiency, effectiveness of tax administration, pro-poor public spending, accountability and tax exemptions. Participating country teams will take part in the revision of the common research framework and scoring methodology, based on the lessons from the pilot phase. The support will be

This action granted by EU funds is a consolidation of an initiative launched by Al Bawsala Association in 2014 and supported by Oxfam. This is the observatory "Marsad Baladia" or "municipalities's observatory" (http://baladia.marsad.tn/fr/) which currently covers66 municipalities in 6 governorates,Tataouine, Siliana, Kasserine, Nabeul, Bizerte and Medenine. This platform provides informationon resources and activities of these municipalities for citizens to understand the reality of the operation of municipalities in terms of resources and development plans, and monitor activities, budget and municipal projects. The aim of this project is to contribute to a participatory decentralization that guarantees inclusive local development in the regions. By focusing on the decentralization process, it is estimated that the citizens will be closer to the center of power and become more involved in decision making in their locality. This involvement will allow them to more easily measure the direct impact of public policies and assess compliance with local claims demanding more accountability from the local institution and the improvement of living conditions through service public quality.

Decentralization - fully recognized in the new constitution in January 2014 - is a great opportunity offered to Tunisia in the coming years for municipalities to play their role fully and effectively contribute to inclusive local development. According to the vision of the action, the attributes of an inclusive local development depend on the establishment of legal safeguards for a participatory decentralization and put in place of practical mechanisms for the active involvement of citizens and local civil society in the various phases of the budget process at the local level, including resource mobilization, allocation of expenses and monitoring their execution. This is the major challenge of the general objective of the proposed action because the participatory decentralization is the keystone of a local and inclusive development. Indeed, the implementation of a participatory decentralization would ensure a better quality of services for the citizens and better consideration of their needs / prioritieslocally. This would consolidate the institutional and financial autonomy of municipalities and improve their governance. In these ambitions changes, the action focuses particularly
