Component 3: Business and market development in ‘thin’ markets (of the Congo Basin)
Component 3 will provide grant funding to land sector interventions in Congo Basin countries that build sustainable production capacity, elementary market infrastructure, mobilise pioneer investment, enhance long-term private sector capacity and support business environment reform. This will encompass supply-side partnerships, demand-side measures and enabling conditions interventions. It will include business-led and smallholder-oriented solutions, with an exclusive focus on Congo Basin countries. Although they vary considerably, the operating contexts of Congo Basin countries typically present particularly difficult challenges for business-led and private-investment oriented sustainability solutions and carry particularly high costs and risks of ‘doing business’ for both private sector actors and donor-funded interventions. The precise intervention areas and discrete activities that will be supported by this programme component can only be fully determined in delivery, following rigorous analysis of the local context by the programme’s delivery partner.

Unlocking the humanitarian potential of Nature-based Solutions
Reducing disaster risk by cultivating healthy ecosystems, safe communities, and thriving businesses. This project is part of the Nile Basin Initiative, a Red Cross program aiming to use the power of nature to reduce disaster risks with communities across the Nile River Basin. Over the course of 20 years, it seeks to test and then scale nature-based solutions together with communities in four countries: Sudan, South-Sudan, Ethiopia, and Uganda. The program explicitly shifts from sectoral projects, limited in time and space, to locally-initiated experimentation that addresses underlying causes of vulnerability together with expert partners.
Integrating nature in humanitarian efforts is quite a paradigm shift for the Red Cross, but one that is already well underway. By experimenting and scaling nature-based solutions in the Nile River Basin, we contribute to this paradigm shift.

Sudan is facing one of the worst flooding situations seen for more than 70 years. According to initial reports approximately 100 people have died, at least 100,000 homes have been damaged or destroyed, and more half a million people are affected. These figures are expected to increase significantly as access to the affected areas remains extremely challenging and assessments are still ongoing. Humanitarian needs are rapidly increasing as the country faces multiple shocks beside the floods, including the economic crisis, violence and disease outbreaks, and more rainfall is expected. The Government of Sudan has declared a three month nationwide state of emergency, appealing for assistance from civil society and humanitarian national and international organizations to respond to the flood affected population. Almost every state has been affected and according to the Ministry of Irrigation, the river Nile recorded the highest water level in Khartoum since 1912, over 17.62 metres.

An estimated 5,712,000 South Sudanese women, men and children will not have access to adequate water; sanitation and hygiene (WASH) in 2019. In addition, some 300,000 refugees lack sufficient WASH conditions. The number of people requiring emergency WASH services in 2019 increased by 7 per cent from the previous year, explained by the expansion of WASH data with a higher reliability and more detailed analysis1.
WASH needs are the highest in Canal, Fangak and Pibor in Jonglei, Awerial in Lakes, Panyijar in Unity, and Ikwotos in Eastern Equatoria. While Awerial and Fangak remained two counties with the highest WASH needs, they represent a shift from last year that saw Fashoda of Upper Nile, Ayod of Jonglei, Rubkona of Unity and Juba of Central Equatoria.
The lack of sufficient WASH infrastructure and availability has an effect on the overall health of the population. Outbreaks of diarrhea, cholera and other waterborne diseases are of high concern.
Moreover, women and girls in areas with limited WASH infrastructure face increased risk of harassment, assault and sexual violence when collecting water from remote water sources and using inappropriate communal latrines, and access to
